Budget 2016: MTEP, Validation of Official Policy Document Key to Strategic Budgetary Implementation Says Gov. Okowa

Delta State Governor Senator Ifeanyi Okowa has said that the validation of the state Medium Term Economic Plan [MTEP- 2016-2019) was imperative as it would serve as the anchor for all decisions, actions and budgetary framework of the state.

The Governor, represented by the Commissioner for Finance Mr. David Edevbie said this (3/3/16) at the opening ceremony of a 2-Day Validation Workshop for the Delta State Medium Term Economic Plan in Asaba.

According to him "This two day workshop is expected to finalize the template of the Delta State Medium Term Economic Plan because a coherent policy direction is the clearest indication of a focused and visionary administration, it will enable us to measure our progress as an administration based on established timelines and benchmarks for success".

"It will provide the enabling framework for effective engagement and dialogue with stakeholders- public and private sector and the development community(domestic and international]and serve as a powerful tool for the mobilization of domestic private investments, foreign direct investment and international development assistance into the state" Governor Okowa added.

The governor emphasized that the MTEP would guide the allocation of funds for the future projects and initiatives as we build a Delta state of our dream and leave a lasting legacy of wealth and prosperity for current and future generations.

He charged the various Ministries, Departments and Agencies (MDAs), and the policy designers to develop a unique template for the state to be a model for economic planning and wealth creation in the Nigerian Federation through their actions and decisions.

Speaking earlier on the "Overview of the Workshop" the Chief Job Creation Officer, Prof. Eric Eboh said that the validation workshop was an essential and indispensable phase for the policy document to be actualized.

He said that the various MDAs and stakeholders are to critically examine the respective chapters of the draft Economic Development Plan to ensure that all contents are well aligned with the SMART Agenda "which is akin to a social contract between the current administration and the people of Delta state".
