Terrible Lost as Fire Ravished Houses in Sapele.

There was a fire accident last night 28/29, Dec that razed down two houses in Omene road, Sapele.
According to an eyewitness the fire was as a result of sparks generated from poor electrical connection from BEDC line, feeding one of the house.  

A distress call was put through to the Fire Service Department in Sapele but there's was no response because they said their vehicle is in a bad shape.

However, the Fire department in the neighbouring town, Oghara was able to help curtail the fire to avoid burning down more houses.

The affected victims of the two houses were unable to rescue any of their properties. They lost everything in the fire.
The question the people are asking is
WHO IS TO BE BLAMED?
A: GOVERNMENT.
B: BEDC.
C: FIRE SERVICE.
D: THE EYE WITNESS THAT SAW THE SPARK BUT WHEN BACK TO SLEEP?
